Truth, then meaning, then a way to act.

When you ask Atlas Commons a question where being wrong is expensive, the answer is built to a fixed five-layer shape — and each layer carries an explicit epistemic guarantee. The recorded fact, the warrant that makes it legible, the comparison that never becomes a ranking, the route to the official source, and the point where a human must take over. This is the answer-level companion to the Research Object (per-claim citation) and the Data Catalog (per-dataset provenance).

The five layers

Layer 1

Truth — the recorded fact

A source-backed figure, traced to a named dataset and carried as a research object with its four-status warrant. Never a vibe, an estimate dressed as a fact, or a number without a source.

On the decision surfaces that have adopted the Research Object, it also carries a machine four-status warrant (RECORDED / MODELED / DERIVED / INTERPRETATION) — the network is converging on this as universal; some legacy referral surfaces (e.g. legal-aid) name their source in prose but do not yet carry the machine label. A model is never presented as the source.
Layer 2

Meaning — the warrant that makes it legible

The framing a non-expert needs to read the fact correctly: what it is, what it is not, and the caveat that prevents a wrong decision. A bare number can mislead; the meaning layer is correctness, not decoration.

Layer 3

Options — compare, never rank

The set of real choices, presented so they can be compared on the figures — never ordered into a "best." Atlas Commons informs and compares; it does not pick for you, because the right choice depends on facts only you hold.

Layer 4

Action — the route to the official source

The concrete next step at the authoritative source — where the decision is actually made or the transaction actually happens. The atlas hands off; it never pretends to be the endpoint.

Layer 5

Escalation — when a human takes over

The boundary past which only a person — a doctor, a lawyer, a licensed advisor, the official agency — can responsibly act, stated plainly. The atlas names its own edge.

A live answer, read in five layers

Ask the Coverage Atlas "what will an ACA plan cost me in Texas?" — a question where being wrong is expensive. The live answer is shaped exactly to the standard:

"A typical Silver plan runs $762/month for a 40-year-old" — the median over the CMS Marketplace Rate PUF (sticker rates), carried as a MODELED research object with source id src:cms:aca-rate-puf:2026.
2 · Meaning
"Read these as sticker prices, not your price — the full premium before income-based tax credits; most enrollees pay far less, sometimes near $0." Stated above the number.
3 · Options
The full metal-tier table — Bronze / Silver / Gold median + range — to compare. No "best plan," no ordering.
4 · Action
"For your actual price, enter your income at HealthCare.gov" — the official marketplace, where enrollment actually happens.
5 · Escalation
"This atlas informs and compares — it is not advice on which plan to buy." Net cost depends on your situation; the marketplace and a broker take over.

The same shape holds across the network: the Property Atlas pairs a county's realized flood losses (RECORDED NFIP claims) with its modeled FEMA risk, frames the insurance-undercount caveat, and routes to FloodSmart.gov; the Justice Atlas reports a district's civil docket (RECORDED counts, DERIVED shares), bounds it as volume-not-quality, and routes to PACER and to counsel.

What the standard forbids

A ranking sold as truth. Ordering options into a "best" is an opinion, not a fact — Layer 3 compares, it never decides.

Advice sold as a fact. A per-person verdict drawn from an aggregate (your risk, your odds, your diagnosis) crosses into Layer 5 and is withheld.

An action with no route. A consequential answer that does not hand off to the official source is a dead end — or a trap that keeps you on our surface.

A truth with no source. A figure that cannot be traced to a named dataset is a rumor; it does not ship. On a decision surface, no figure ships without its four-status warrant.

Why this is a standard, not a footnote

Because it is machine-readable and uniform. An agent that has read this standard knows the shape of every answer in the commons before it fetches one: where the sourced fact is, where the caveat is, that the options are compared and not ranked, where the official route is, and where the answer stops.
