Every public page stays materially useful to someone who never pays, registers, calls, or becomes a lead.

Every consequential factual claim resolves to an authoritative source, a reproducible calculation, a clearly labeled interpretation, or an explicitly disclosed estimate. An LLM is never the factual source.

ENFORCEDThe verification standard and methodology: every figure cites a named public source and you can reconcile it yourself.

Every claim belongs to one visible category, never blurred: official fact, derived measure, expert interpretation, personalized estimate, and commercial option.

ENFORCEDThe four warrant classes — RECORDED, MODELED, DERIVED, INTERPRETATION (the four-status standard) — tag every figure on every page and in its structured data. The remaining two named classes, personalized estimate and commercial option, are defined but not yet instantiated — no such features exist on the public surface yet.

No payment, sponsorship, referral, donation, customer relationship, or partnership may alter factual inclusion, rankings, methodology, caveats, correction decisions, or editorial conclusions.

COMMITMENTThe two-ledger rule (money never edits a figure's warrant). The institution is early and single-operator with no commercial partners today; this is the line it is built to, not an audited governance body yet.

Where an official, nonprofit, legal-aid, public-benefit, or self-service path exists, the atlas shows it. A paid partner must never hide a viable free path.

ENFORCEDEvery atlas routes to the official free source — FDA recalls + MedWatch, HealthCare.gov, FDIC BankFind, NOAA, legal-aid directories, DOL EFAST — and shows it first.

Material commercial relationships are disclosed at the point where they can influence behavior — not buried in a footer (per the FTC's endorsement guidance on material connections).

COMMITMENTNo commercial relationships exist on the public surface today, so there is nothing to disclose yet; point-of-influence disclosure is the binding rule when any do.

No sale of medical, legal, employment, debt, insurance, or benefits-query histories. No partner transfer without explicit user action. Private reports private by default; retention minimized; deletion and export available; third-party model use disclosed; personal data not used to train shared models without consent.

ENFORCEDThe public atlases collect no accounts and store no individual triage histories — every page is a stateless public lookup (the lot-matcher, the plan search, etc. run in your browser or as a stateless query).

Anyone may submit corrective evidence without payment. Corrections receive a public status, a recorded decision, a visible change history, and a reason when declined. Companies may submit evidence; they have no right to suppress accurate information.

PARTIALSelf-correction is live: the known-issues ledger publishes what is withheld, fixed, limited, and pending — including data we caught wrong and held back rather than ship. The open external-submission path the article promises (a public form, a tracked status, a reason when declined) is a commitment, not yet built.

The atlas states what the evidence does not establish. No false precision. No laundering uncertainty through authoritative design.

ENFORCEDNamed limits on the pages and in the methodology and corrections ledgers — single-year scope, raw-vs-per-capita, sticker-vs-net cost, a recall ≠ proof of harm, a Form 5500 ≠ your specific benefit.

The public atlas provides information, comparison, explanation, triage, checklists, and official pathways. It does not silently cross into regulated recommendation, diagnosis, legal representation, securities advice, or insurance solicitation — those require a qualified professional.

ENFORCEDThe L5 boundary on every regulated surface — "informs and compares, not medical/legal/financial advice; never tells you to start or stop a drug; talk to a licensed professional" — and the routing to one.

If an atlas closes, its public pages are archived, its source manifests stay available, its correction history is preserved, its public datasets remain accessible where licensing permits, and its canonical domains redirect to an institutional archive.

COMMITMENTThe data is public-domain federal source + open manifests by construction (the coverage manifest, CC0 structured data); the formal archive/redirect covenant is a commitment, not yet exercised.

An annual report covering funding sources, commercial revenue, partner concentration, public-core spending, material conflicts, corrections, stale data, privacy incidents, atlas launches/closures, and progress against the public-benefit metrics.

PARTIALThe running pieces are live: the public accounting reports the commons by the numbers — scope, the corrections record, funding and conflicts (honest zeros — pre-revenue, no partners), privacy incidents (none), public-benefit metrics, and the founding change record — every figure derived from the live catalog and corrections ledger. The full, externally audited annual report is a commitment the early single-operator institution has not yet met.
